DeKalb
County Sanitation Department was
officially formed in the early 1940's
under Scott Chandler, Sr. Commissioner.
Mr. Chandler was elected as a sole
Commissioner of DeKalb Roads and
Revenue for all of unincorporated
DeKalb and served from 1939 to 1955.
DeKalb became one of the few counties
in the nation to provide refuse collection
on a countywide basis during Chandler's
term in office. He began twice-a-week
garbage service and weekly trash
pickup. Other Departments developed
early in his term were DeKalb Waterworks,
DeKalb Sewer System, Fulton-DeKalb
Hospital Authority, DeKalb-Peachtree
Airport, DeKalb Regional Library
System, Fire Protection, Police Protection,
Parks and Recreation Department and
the Roads Department. In 1963, Herman
Talmadge while serving as a United
States Senator remarked, "DeKalb County,
virtually a city unto itself, is a
growing and booming area in every
sense of the term. Scott Chandler,
for 16 years Commissioner of DeKalb,
more than any other man is credited
with laying the foundation for the
growth and prosperity that the County
now enjoys."1.
