Various sources of funds are used to implement Public Safety and Judicial Facilities improvements. Through it’s efficient operations DeKalb County Government has acquired and maintains some of the highest available credit ratings allowing it to secure funds with excellent terms and interest rates. The County is one of a few counties nationwide that has received the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association of the United States and Canada for more than 30 years. Expenditures of the Building Authority and the Public Safety & Judicial Facilities Authority are included with the County's financial transactions. The Comprehensive Annual Financial Report prepared by the County is audited by independent certified public accountants, currently KPMG, LLP. As a part of their review and opinion, KPMG has reviewed sample financial transactions and procedures, including those from the Building Authority and the Public Safety & Judicial Facilities Authority activities.
 
 
  • In 2003 $15 Million of Revenue Bonds were issued through the Building Authority for land acquisition and the first phase of design and construction in support of a new Juvenile Justice Center.
  • In 2005 $35.7 Million of Revenue Bonds were issued through the Building Authority to support the remaining construction phase of a new Juvenile Justice Center.
  • In 2004 $50 Million of Revenue Bonds were issued through the Public Safety and Judicial Facilities Authority to support the implementation of various public safety and judicial system projects.
  • In 2005 approximately $10 Million of Certificates of Participation were directed towards the renovation of the Courthouse to be accomplished through the Public Safety and Judicial Facilities Authority.
  • In 2006 $6 Million of 911 Funds were directed towards the construction of a new 911 Center to be accomplished through the Public Safety and Judicial Facilities Authority.
